I've flown into Tipton several times, a single runway with a
couple of non precision approaches, >3000' length, low cost fuel
and small overnight fee (sometimes waived), centrally located.
It is tucked down into the trees, so when BWI has you at 2000' MSL and
you're looking, it's a bit hard to spot until close. Traffic
pattern is always on the south side. Rental cars available via
entrprise and prior arrangements.

I have no idea how close it is to the stadium.

pick him up for recurrency training out to the East of the ADIZ.

I am based at KMTN, but I think that is a
little far for you.
I would consider KBWI - it is between Balt and DC, has a good FBO and
has rental cars available. You can get to the stadium by going
down the BW Parkway (?295) and the Stadium is right over the river
from the BW Parkway.
There is another airport that is
slightly closer - KFME or Tipton. Don't know if it has rental
cars and it is smaller without as many approaches, but possibly
another good option.
KGAI is way over on the other side of DC and it doesn't have a very
nice runway, plus it is full of people training in 172s. I would
avoid it.
Don't think you can fly into Reagan without special clearance and
Dulles is way over on the west side of DC.
