It needs to be pointed out that it is not important to discharge the
airframe to GROUND, but it IS important to neutralize the potential
difference between the aircraft and the fuel source.  The fuel source if it
is a truck, will not be neutralized to ground either, so even if you ground
your aircraft to real ground, there could still be a problem with the
difference between the aircraft and the fuel truck or fuel source.  You must
connect them to each other!
