Bill, We've installed flaps on two Legacys and had alignment problems on both.  What we had to do is:
1. remove the inboard hinge from the flap
2. flox the mounting holes so new one can be drilled
3.  position the flap on the airframe (it takes several hands, clamp, ect)
4.  install the removed flap side of the inboard hinge with the hinge pin to the airframe hinge
5.  swing it into position on the properly aligned flap and mark its position
6.  remove it all and redrill/remount the hinge.
The problem is that there are so many adjustments (up/down, in/out, extended/retracted) that it becomes a series of compromises to find the best fit and then make it match the other side.  We redrilled several times.

 I have run into a problem installing the flaps on the Legacy and am at my wits end trying to figure out what is wrong.

 

The right side flap inboard trailing edge extends about ½ inch aft of the cove molding on the fuselage.  Other than this, the flap seems to fit ok.  It aligns with the aileron and I have about 1/8 inch clearance across the top of the flap.  I was going to fair this extra ½ inch in to the fuselage to make it fit and call it even

 

The left side flap inboard trailing edge is almost dead on aligning with the cove molding on the fuselage, and aligns with the aileron.  The problem is, I can not get the necessary 1/8 inch clearance  across the top with out creating a "flip up", at the trailing edge of the upper wing cover.  This problem would be cured if I could somehow move the inboard corner of the left flap aft about ½ inch like the other side.

 

I don't understand how this condition can exist since both left and right sides are bolted with metal hardware to the rear spar.  Could the rear spar be crooked?  I don't see how it could be since the outboard wings would not align if it was.

 

I am considering installing a shim behind the attach bracket to the spar to move the left side back.  Any one have any ideas???
