His points on power reduction and over/under square power settings are right on. Consider, for example, full throttle at take off with a fixed pitch prop. Regarding power reductions after takeoff, consider those admonitions at noise sensitive airports to "please reduce noise as can safely be done." Obviously power reduction is the first consideration.
