turning would the speed be sufficient to allow pitch change or would it
also be at flat pitch?

 
I don't know for sure but I think the answer is: if it's windmilling you should have enough oil pressure to control pitch, IF you haven't lost all your oil.  A large percentage of piston engine failure modes involve oil loss, so personally I don't think hoping for coarse pitch is a good bet with a non-feathering propeller.
