In the 135 Air Charter Industry on our jets we are aren't required to have a Seat, Lap Belts, or Oxygen for Children under 24 months. Is it a good idea to have 9 adults and 2 babies on a jet with only 9 seats and 9 masks? Probably not. But its still legal.
