I just helped a friend diagnose a similar problem with his 360. The brake on the opposite wheel was dragging. The pedal/brake cylinder was not fully retracting, causing the brake to drag. It could be released by pulling back on the brake pedal, but difficult to do with your foot in the confined space. Fix was to overhaul the brake cylinders and verify free movement of the pivots and cylinders. Hope this helps.
