The FRZ has always been there since 9/11. There are 3 GA airports in the FRZ - the "DC3" - and they require a special set of procedures to get into and out of them. You need to go to the one you want to use and get an application. Then you go to the Security office at DCA for fingerprinting. An interview with the FAA at the Dulles FSDO is next and then a background check. If all goes well, you can get clearances into and out of that airport - or the other two if you go to them and get their procedures. Actually, it is easier than it is to fly into Manassas or Leesburg. You have special phone numbers at the FSS and at the Potomac TRACON to set it all up. And you can use Andrews AFB APC if coming in from the east. I fly into and out of Potomac (VKX) now to visit family in Alexandria. It works like a charm. The big item always has been the Class B airspace. They are reluctant to give you any of it or an instrument approach. However, a couple of weeks ago, they kept me at 2000' !
(300 above the floor) until I was over the airport.
