You might try a system I found on a friends plane.  Two tennis balls
connected by bungee cording and looped around the tail light on the rudder.
I have taken this and made a nice tie loop in the bungee so I merely slip
mine on the light and place the tennis ball in the counterweight area of the
elevator on each side.  It allows for some movement but confines it to
whatever elasticity you allow for in your setup.  Light for transport as
well.

Good information about going into OSH, which reminds
me I need to fiqure out what to use for a rudder lock
on my IV while I am there. Have not had to leave in
