I wonder if a heater for the inlet and vertical tube would prevent the possibility of water freezing at the inlet or in the tube would prevent this.
If that was the cause of the problem.
The Pitot-static has the same problem and solution.

vents that created a small vacuum in the tanks that could be overcome by the
electric fuel pump but not the mechanical one. I know from previous
