No, you may not. It is not a representation. It is a factual reporting of what I was told and what I saw, or didn't see. 

The balance of what I wrote was opinion, as I stated, and an opinion is nothing more than the mutterings of a confused mind. 

If you feel your suggestions would be helpful, then I suggest you do what I am doing now. Tell the target of your suggestion your suggestion directly. Maybe they will thank you or offer you a job.

I can opine that the solution to the situation will be in the form of actions, not flowery prose. Let us see what happens and then judge.
