This spec is now obsolete and have been replaced by an ASME spec, however it is still available under the MS90726 spec, and under several other specs. Any industrial screw distributor can supply the screw in question, with or without certification. If you purchase them from a retail hardware store, make sure they are made by a US manufacturer, and are marked Grade 5 (or Grade 8). Do not accept Grade 2 or an import, especially if it is marked Grade 8. Imported high hardness screws are frequently subject to hydrogen embrittlement due to improper post hardening heat treatment. For this reason, such foreign sources have been classified as unqualified suppliers by many US aerospace OEM customers.
