Yes, no, maybe.  Yes when it drops below the required minimum system operating pressure.  No when the boost pump is limited in the pressure it can produce to no more than the maximum fuel system operating pressure.  Maybe if the boost is too great.  My single speed Duke's boost pump does not overpressure the system.
 
BTW, one would think that systems equipped with a return line would return fuel when the pressure/flow is greater than required, unless the return line is too small.
