FYI, a week or so ago, I was helping a friend of mine install the nose
 wheel covers on his Cherokee.  This aircraft have been sitting on the
 tramac for about a month now and my friend has decided to sell it (he
 just purchased a nice Super ES!).  After completing the job, we both
 decided to take the Cherokee out for a spin.  Guess what, during the
 prefilight, we discovered that both wing tanks were stone dry!  Similar
 to your incident, someone decided to drain all the fuel from both wing
 tanks...
 
 I'm afraid that this may occur more and more as the price of fuel
 continue to rise...unfortunately.  We should all yield to your advice to
 check our fuel tanks before flight.
