the lower pressurization bulkhead at the area behind the seatbelt flange
mounted on the gearbox.

[I'm sure there are dozens of ways to skin this particular cat, however, this is what we did on Ted Noel's IVP.  Apply release tape to an area alongside the seat belt bracket, lapping the tape up the lower pressure bulkhead about 2 inches and forward on the seat panel far enough to encompass the clearance opening in front of the bracket.  Then do a 2-BID CF layup onto the release tape, making the layup about 2 inches longer than the seat belt bracket. After it's cured you cut it to a pleasing shape and notch it for the seat belt bracket.  After everything is assembled you put a bead of silicone sealant around the bottom and back perimeter of the CF part, slide the selt belt bracket through the notch and let the silicone glue it in place.  Run another bead of silicone around the notch for the seat belt bracket and you've sealed the area.  I've included a couple photos, as per your request.
