The Flasher says it is: QD155 310W Alternating Flasher SAE J1054 12V made by Marcus Electronics, Eugene, OR. I tried a yellow pages search and didn't find them. I did a search for alternating flashers and came up with http://able2products.com/ which has all kind of solid state flashers and strobe power supplies.
