Both during sanding/body work, as well as, during painting, I covered the fuel caps with electrical tape.  After applying a few strips of tape, I trimmed it with a knife right to the edge of the cap.   Replace the tape as needed.  The tanks will remain completely dust free - assuming all the other openings are closed off as well.
