<<1. How do you keep from ruining the surface on the fuel caps while sanding the wing. OK, I know, take the caps off, but that raises another question.
2. How do you keep the sanding dust out of the fuel tank, the last place I want to see it going. OK, I know, put the caps on. Now we're back to question #1.>>

Both during sanding/body work, as well as, during painting, I covered the fuel caps with electrical tape. After applying a few strips of tape, I trimmed it with a knife right to the edge of the cap. Replace the tape as needed. The tanks will remain completely dust free - assuming all the other openings are closed off as well.
