I think it is a good idea to paint all surfaces exposed to the environment in order to facilitate future repairs. The paint seals the composites from dirt and oils and can be easily removed with sanding if a repair is needed. This is particularly true in the wheel wells of a IV. Any oil leaking in the engine compartment (that never happens, right?) will eventually run down the belly and get sucked through the hinge where it will atomize into a mist and, obeying the laws of thermodynamics, create the largest possible mess, requiring the greatest amount of energy to clean it up. On the clean up note, a handy cleaner is the NON environmentally friendly automotive aerosol brake cleaner. It is perchlorethlyene AKA dry cleaning fluid, and it will effectively remove oil and grease without taking the shine off of the paint. You really want to keep this stuff out of your eyes and off your skin so wear protection when working with this stuff (that is gloves and safety glasses NOT a condom).
