I use full flaps(~45 deg) on 99 out of 100 landings. They are very effective and permit steep approaches with excellent visibility over nose on final. I would try to get as much deflection as possible. It will buy you all kinds of versatility in the pattern.
Which actuation system do you have? Is the kit a fast build? The outback gear requires the that the flaps use a torque tube behind the rear spar. The standard gear uses all pushrods and bell cranks. If you have the outback gear and a fast build kit, the clearance behind the rear spar may be less than ideal. Have you been able to determine what is restricting your travel?
