 I have a friend that started a Kitfox in Hong Kong and finished it near San
Francisco after his immigration was approved.  It is my understanding the he
moved here because he had a dream to fly.  This all took place before the
mainland took over the colony.
 
 I doubt there is anything like our general aviation priveleges there let
alone Experimental priveleges.
