I located the LML post which originally discussed this issue, seems that it
was posted just a few weeks after the inception of the LML by Jean-Pierre
van der Burgt on 3/18/98 as an aside to the first discussion about the
Reiger Racing shock absorbers.
Here is a partial reprint of that original post which addresses the
addition of the phenolic strengthener to the GM13 attach point:

I'd like to say another thing about the main landing gear of the Lancair
360. During an inspection last year, I found out that something was wrong
with the landing gear attachment. It seemed that the inboard phenolic mount
(GM13) has become loose, this is the mount which hold the upper bolt of the
over center link fixed. So the whole moment of the gear was held by the
four AN-4 bolts. We repaired this and made a little modification because we
didn't trust the strength of this GM13 mount. We made a phenolic strip
which fitted exact between the upper side of the GM13 and the spar, so the
mount is fixed between the spar. Now it can't come loose again.
You may all think "this won't happen to me", but I'll advise you to give it
a sharp look. There are ten Lancair's flying here in Holland, all had this
problem!

There is an additional photo that I referenced earlier on the LML homepage
which I posted on 6/17/99 that shows my original approach to this mod,
photo id is 8617_003.JPG. Now that I've seen the factory's recommendation,
though, I guess it's time to take out the small strip and replace it with
a 4" wide piece as per the fax.
