If some jerkwater outfit can make such a rule or ordinance, then we're all at risk. Could be the start of a real craze by airports all across the US of A. How do you feel about having the neatest, but unuseable, paperweight around if such a thing comes to YOUR town? Can you imagine having to check the airport data along the route of a cross-country trip, say to Oshkosh maybe, to see if you're ALLOWED to land and get fuel or a bite to eat? I thought such things as access to airports fell under the aegis of the FAA anyway. I don't remember seeing any such restrictions in the FAR's regarding homebuilts. Am I living in a dream world, or what? What's next? No airplanes with less than two engines? Four? Jeez!!! If we ever needed all the alphabet groups involved with GA, this would seem to be a prime example. If anyone out there knows the name of the town or city involved, and if this is not just a scary Hallow'een story, this sure ought to be communicated to any and everybody who might be interested. It seems the jerks nominally in charge (read "bureaucrats") will try anything they want - even if illegal - and if nobody calls them on it, they get away with it. These people need to get the equivalent of a super wedgie to bring to their attention where their heads are buried.
