There's a long list of reasons why. For example, installing rudder cables, transponder antenna and wiring for tale strobe/light/elevator trim, etc would be extremely difficult otherwise.Also horizontal stab must be levelled side to side and incidence set relative to the wing. BTW, I've said this before but don't bond the stub wing skins in place without the wings attached. Otherwise you may or may not end up with a perfectly straight leading edge.
