Depends on the individual doing the sign-off. My GlaStar had a Lyc that was rebuilt by a non-approved shop in Canada and mated to a Hartzell prop in an uncertified combination. The inspector said that since no significant changes had been made to any element, he would allow a 25 hr fly-off. That was my experience. Yours may vary ;-) .
