Ian, right now, my elevators move freely and balance aft end slightly up,
each individually and with both bolted together via the control arm halves.
However, I have not yet checked for this same freedom of movement with all 5
hinges tightened (only the center hinge/control arm bolts (3) which hold the
halves together on the center hinge have been snugged down).  The reason I
have not tightened the other 4, is that, as you know, it is no simple task
to tighten them through the access holes, especially since I have not yet
enlarged the holes to their final size and shape.  I'll go ahead and tighten
all of them and report what happens (maybe this weekend...).  For now, I
plan to do as Marv suggested:  "Overbalance" each elevator half with the
respective control arm half bolted on, then recheck the balance again before
applying the finish paint.  With John's comment that "the paint weighs a lot
more than you think", I'm starting to get the uneasy feeling that I'll be
adding more weight rather than drilling some out ...
