As suggested by Kirk, it turns out that the problem was two missing jumpers in the wiring at the Stormscope interface. These jumpers allow the Chelton system to supply heading information to the stormscope. With the jumpers installed I now am getting the correct display on the stormscope utility program. I've yet to verify results with real conditions but I'm confident that the display will be correctly oriented. Thanks to Kirk and Steve (at Chelton).
