I believe the 24 volt alternator will fry your 12 v B&C regulator instantly.  As for the starter, it will crank very slowly and get hot very fast.  Have the components converted to the proper voltage at an overhaul shop.  Most likely a change of stator or rotor will do the trick.  The windings are a different number of turns and a different guage; 12 v having less turns and thicker wire.  Your certificated engine will turn into an experinental if you modify it (doesn't meet type design).
