It should be in all Operating Limitations issued after Sept- Oct 2003. The earlier statement is less restrictive. In it, you did not need to get FSDO approval for test area---OR fill out a new 8130-6. They wanted to make sure they had a current record of engine and prop #'s on file, hence the change. <<<
