Regarding the "sleeve".................. There is NO part number.  It is not shipped as a separate part.  It is shipped with the nose wheel package which includes things like the fork, axle, axle bushings, axle keepers, etc.  If you don't find one in the nose wheel pack, Lancair will know what to send you.
