This sounds like your spool valve in the pump itself is messed up, or like
you suspect something else in the pump itself. I do not have a 360 but am
building a Legacy and understand that the system are very similar if not
exactly the same.  There were a lot of posts on the spool valve a while back
and you may want to search the archives for that info.
