(Didn't I say it was easy?) Do you have it hooked to a voltage regulator? Which one did you end up with? Does it have a voltage adjustment feature? Have you run it yet? Answer to your question... What you're seeing is shrink tubing added to protect the wire as it goes into the brush holder. I cut mine a bit longer so as to make for a tighter fit as it goes through the grommet in the cover. That's probably a little overkill though.
