When building my wings I tried to find out what others had done, even talked to Tony Bingelis about it.  Here's what I did.  While installing the filler cap flanges, I installed some SS mesh, formed into a cup shape, on the inside of the fuel flanges.  These were then tied to the vent tube leading out to the wing tips.  From there I have a ground wires tied into the engine ground.  A ground clip to the exhaust will ground (and hopefully discharge any static buildup) when refueling.  Is this a belt and suspenders approach?  Maybe so.  Then again, maybe not.
