Jim I spoke with Bob Archer about ELT antenna for my L IV
He suggested a 20" piece of copper tape inside and at the
top e-glass part of the tail close enough to the Carbon to use it as a ground. I don't recall how Legacy tail section is constructed but you may want to give the idea some thought
