Yes, you clean the fiberglass *before* sanding. After sanding, just blow
the dust from the area and then do your bond.

I have been reading these threads with interest and curiosity.

Why has nobody mentioned "Wax and Silicone Remover", which is what MY set
of (1987) plans recommended. The stuff I have used throughout contains
naptha, isopropyl alcohol, and "petroleum distillates". You wipe it on with
one hand and wipe it off quickly with a clean paper towel - a fresh one
each time. That way the oils and silicone go into solution and are removed
by the second towel. For a critical bond, I would repeat this procedure
three times.
