I think (but am too lazy to go check specifically) that the wording in the regs is something like: .....no persons on board other than the flight crew required for the purpose of the mission...... (emphasis mine).

There is, to my recollection, no prohibition against the conduct of training flights within the flyoff period (presuming the presence of a qualified CFI and trainee).

Charlie Kohler is evidently giving transition training in new L4's; I have seen Don Goetz conducting such training (right in front of the Portland FSDO too); I used to do the same thing when doing test flights and transition training in Glasair-3's, with occasional oversight from the Feds.

How about a reading from Jeff Edwards.
