Although it is perhaps the most uncomfortable task in the construction
process, it is possible to install the cables and nicopress sleeves
after the tail is all closed up.  I waited until all body/primer work
was done before I permanently installed the cables.
As to wether or not you even want dual pedals is another issue.  While
probably the least used parts in my plane, it probably made the my CFII
and FAA examiner feel a little more at ease.
