To make a very long story short, I bought the tail kit of an early (1994)
vintage Tri-split kit.  I now have a Legacy Kit on order, and will be
attaching thereto the MKII HS/elevator which I have already built.  As such,
the vertical stabilizer, rudder and the associated hardware are surplus and
available for purchase at a very reasonable price.  The parts are in
original shipped condition (wrapping still attached) and have always been
stored vertically per the manual.
