I have to admit I only gave your problem a brief look see but .......

You might look at the type certificate data sheet for the TSIO-550. I gave
it a brief look and noticed that the -B engine has a critical altitude of
12,000 feet, whereas the -E engine is 18,000 feet.

Could be your engine runs fine for what it is.
