On the ground, their use is no different than if you're sitting outside the airplane on the wing or in the FBO's facilities, for instance. The reason the FCC prohibits cell phone use in an airplane when it's in flight is to keep your phone from grabbing nearly every cell in your neck of the woods in line of sight and swamping the local system.
