The compromises that must be made in a machine that does everything you
propose make this an extreamly challenging project from both technical and
financial perspectives. I'm dead serious when I say that if you have to
ask the price, you can't afford to develop something like this. (even if
the engine was free)
Take a look at past efforts to do this. The Moller Sky-Car comes to mind.
He's been working on this thing for over 20 years.
