The picture on the photo from the manual is correct.  There's no doubt about it.  As for voltage, attached is a photo from one of my early runs.

John, the charging voltage does not remain constant. As the battery is charged full, the regulator reduces the output.
Try putting some load on the battery or (discharge ) and see if the voltage goes up. That will indicate that your regulator works fine.
