I figured I was in for a bit of trouble when, after refilling the system, I had about a quart of coolant left over. I went through the same thing as you... running for short periods, then adding an ounce or two, etc. After opening various connections in hopes of clearing the air block, I finally opened the right one and was able to get the pump circulating again. The 20B has a hex-plug on the water pump housing just below the twin thermostats. This plug goes into the re-circulation passages. When I removed the plug I could see that it was dry. Once I filled this cavity with coolant everything started working properly. With that said, I don't think the 13B has an access port into this passage. So, the only way to get to it is to remove the thermostat and fill it through the small hole at the bottom of the thermostat. That's the one most people plug up for a/c installations.
