Richard, what I did was get a high temp epoxy paste and used that to plug the holes.  At least in my case, the holes were enough out of the direct exhaust gas flow the epoxy survived.    I think they are gas recirculation holes.

after cleaning the rotor housing and looking at it again I think the drill and tap can be done.

Took the engine apart and found the previously mentioned holes in the exhaust port wide open into the oil pan. Now I have to find a good way to close them. Anyone having a good idea?
