It's not just stalled, portions of it is actually creating negative thrust and the portions that are not contributing to thrust are creating drag on the engine.

No negative effects that I know of. I used one for awhile on my RV-4 but was not happy with it's efficiency at high speed. Worked great for takeoff & climb but area near hub was stalled and draggy at cruise & high speed.
Works better on canards because that area is in turbulent air anyway.
