Another technique is to build a short dam around the area, and use a little pour-foam. After it hardens you can shape it to final shape, and then glass right over it. Acts like a stiffener.

I'd use modelling clay for a problem like this. You can mold it easily, get it perfectly smooth, glass over it and remove it after cure.
