Joe,
  The answer is "It Depends"...............The early 89 engines had the same weight rotors
and counterweights as the 86 to 88 engines.............The answer is the rotors combustion chamber "dish".........The 86 to 88 1/2 rotors have a slightly rough (As Cast) finish where
as the 89 1/2 to 91 rotors have a "Machined "combustion dish finish..............
 
If your "89" rotors are late (machined combustion dish) then 89  rear counterweight will not
work with your  86-88 rotors.............
 
If your "89" rotors are early (rough combustion dish) then the 89 rear counterweight will
work with your 86-88 rotors...............
