What if I returned all the fuel to the smaller non inverted tank and burned from that one first. When empty I could switch to the main 20 gallon tank with the return still going to the smaller tank. If needed I could always return to the smaller tank for the returned fuel from the main. Does this sound to easy to be true?

There really is not a simpler system that I am aware of.
Well; there is, but of course it is dependant on air frame design. My Velocity has gravity feed from both mains to a 3 gallon sump, gravity feed from sump to the EFI pump; regulator return to the sump. Now that’s simple.
