Check out McMaster.com - search Tap Removers (page 2507.)  I have had some success using these type tap removers.  Another approach is to TIG a shaft onto the tap depending on how deep it broke.

I'm here, just p.....ed because I broke a tap off in my new 20B block, cleaning out the bolt holes, arggggh.  Trying to figure out how to get it out.......
