I have seen four wheelers on the trail do the same thing using aerosol starting fluid. A short burst of fluid in the tire and then with a lighter on the aerosol can do the flame thrower number from the James Bond movie and touch of the tire. 
Like this except instead of setting the lighter on the tire use the spray can as a torch:

I don't know if I'm brave enough to try this one but... one of my Okie-homa neighbors had a very flat lawn mower tire with a similar issue so he got it close and then filled it with some propane and lit it off and the rapid expansion did the trick...
