A control valve that does exactly as Lynn
suggests is available . One source is www.northerntool.com part #
2055. I used this valve on the dolly that I made to carry my plane to the
airport for the reasons discussed.

Assemble
a swing check valve in parallel with your restrictor. So, most of the up flow
is unrestricted and any downflow closes the check valve and goes through the
restrictor.
Or
machine the whole thing in a small block of aluminum.
